Andrew Popplewell

Founder and CEO

Andrew has over 19 years of experience in the live fire range industry working in design, project management and specialist material fabrication supply throughout the UK, Singapore and the Middle East. He graduated in 1996 with a Masters Degree in Civil Engineering from Coventry University and then worked in various roles in the United Kingdom in the automotive, manufacturing and construction sectors. In 2004, he started work for Advanced Interactive Solutions (AIS), a UK based supplier of turn key shooting range solutions and fire arms training simulator.

Following the acquisition of AIS by a defence integrator in 2013, he moved to Starburst Engineering Pte Ltd, a Singaporean manufacturer of shooting range specialist finishes in the role as Regional Director. He continued in this role until 2023 and then left to form Arx Management Consultants Limited. During his career at AIS and Starburst Engineering, he managed the delivery of the following services :-

  • Regional business development of products and services to clients, end users and construction partners.

  • Training need interpretation to facilitate technical sales of systems and services.

  • Rapid conceptual design development of live fire range schemes for proposal development

  • Ballistic design of live fire ranges to UK, USA, German and Australian standards.

  • Technical and commercial proposal management for pre contract projects

  • Training Need Review studies for various military and police clients.

  • Specialist design of military and police training facilitates including shooting ranges, training mock ups and integrated training centres.

  • Delivery of live and laser based fire arms simulation training systems

  • Design and Build Management of live fire shooting ranges on a turn key basis

  • Design and Build Management of live fire/non live tactical training mock ups on a turn key basis

  • Project Management for the delivery of Modular Shooting Ranges for various police clients.

  • Management of Operation and Maintenance contracts for specialist range systems and finishes.

  • Management and supervision of ballistic testing for specialist materials including development of test protocols and production of test reports.

  • Authoring contract documentation including:-

    •  Company Pre Qualification Documentation

    • Material and Equipment Submittals

    • Project Execution Plans and Programmes

    • Test and Commissioing Plans

    • Operation and Mainteannce Manuals

    • Range Rules and Instructions
